According to Wowhead, Blizzard has acknowledged a bug preventing the Blinding Vale dungeon, Temple Strikes inside the Vaults of Atal'Utek, and several other scenarios from advancing. This issue is currently being worked on by developers as a top priority.
The bug affects multiple dungeons and scenarios, including the Blinding Vale dungeon, which is reported to bug out at the second boss, preventing the Pedal Wings from appearing after the boss is killed. Wowhead reports that Blizzard is working to fix the issue and will provide an update as soon as possible.
